Search engines will ultimately notice how you've deceived the system and pull you down from search results. The effects of White hat optimization, however, last longer. With regular and continuous updates, you will find yourself on page 1 for most of your targeted keywords.
Using black hat SEO attracts penalty and sometimes you'd even get banned. SEO experts are aware of this and merely capitalize on the abrupt increase of traffic towards the website just before the banning takes place. Afterwhich, they continue to create a new website and repeat the process once again.
